The resources allocated to those buildings sits in limbo, and unlike with deconstructing a finished building you'll get the full amount back when you decide to cancel the construction. Instead, for wood and steel you can drop down Medical Posts and Steam Hubs on the map and then pause their construction. The depots are surprisingly expensive at 40 wood and 20 steel. This is an exploit, but: one good way to save on wood and steel in the early game is to not build resource depots for those resource types. That'll recover a bunch of wood and steel for you, though obviously you'll need a floating Steam Core to cycle around if you don't want to lose production anywhere in your city. If you're working on automatons, once you've researched the technologies that make automaton construction cheaper you can then go through your old automatons and deconstruct them to recover their old price before you reconstruct them for the new, cheaper price. If the game tries to pull workers from elsewhere the upgrade might not be done before the morning shift starts. Upgrade your Steelworks only at the very end of a work shift so that the workers who are already there will do the upgrade and don't need to walk across the entire map to do the construction. Extended and Emergency shifts should be considered. I generally try to make the Steelworks technologies the first things I research in any given tech tier to alleviate the pain. The demand for steel is stronger than many players expect.
